Intergovernmental International Cooperation on Science and Technology Innovation
 
The world today is undergoing unprecedented changes unseen in a century, with a new wave of technological revolution and industrial transformation accelerating globally. Countries around the world must not only share the opportunities brought by deeper technological globalization but also work together to address a series of global challenges, such as climate change, food security, energy and resource shortages, public health, and environmental pollution.
 
The Chinese government, adhering to the principle of mutual benefit and win-win cooperation, engages in scientific and technological innovation cooperation with relevant countries, regions, international organizations, and multilateral mechanisms. This is achieved through supporting intergovernmental science and technology cooperation projects, jointly funding for collaborative research and development, promoting the exchange and demonstration of scientific and technological personnel, encouraging participation in major international scientific projects (programs), and promoting the open sharing of large-scale scientific research infrastructure. These efforts aim to jointly solve global problems, promote economic and social development, and contribute to the building of a community with a shared future for humanity.
 
· Strategic Science and Technology Innovation Cooperation(Hong Kong/Macao/Taiwan) 
 
The Hong Kong, Macao, and Taiwan Programs are collaborative initiatives implemented by relevant departments of the mainland, Hong Kong, Macao, and Taiwan regions according to agreements.
 
First Round (Macao): This program will be established to support Macao's integration into the national science and technology system, promote cooperation with the mainland, facilitate resource interconnection, advance collaborative research, and enhance innovation capabilities for shared prosperity.
 
Second Round (Hong Kong): This program will support joint research between mainland China and Hong Kong. This aims to better integrate Hong Kong into the national science and technology innovation system, accelerate the establishment of an international innovation and technology hub, promote scientific and technological cooperation, address common technological challenges, and achieve shared economic and social prosperity.
 
· Strategic Science and Technology Innovation Cooperation(Joint Research and Demonstration Projects) 
 
Today we are facing unprecedented changes, with a global acceleration of new technological revolutions and industrial transformations. Countries around the world not only share the opportunities brought by the deepening globalization of science and technology but also a series of global challenges such as climate change, achieving the vision of global carbon neutrality, nurturing new engines for global development, and promoting the recovery of the world economy.
 
To promote technological innovation cooperation in response to global challenges, China is willing to collaborate with top scientists worldwide and international scientific organizations to strengthen research on major scientific issues, increase the resolution of common scientific and technological problems, and deepen cooperation on key strategic scientific projects. This initiative aims to proactively design and deploy a batch of projects in areas such as carbon neutrality, information, materials, and manufacturing.
